Founder

Director, Henry Kelly Jr., has a deep passion for serving others and uplifting those in need. Inspired by the experiences of a close family member with special needs, Henry founded the Horizon 19 Day Treatment Program to provide compassionate, meaningful support for adults with special needs. Guided by the person-centered model, Horizon focuses on honoring each individual’s strengths, choices, and goals, creating a supportive environment that promotes dignity, growth, and independence.

Raushana Turner

Raushana Turner, is the Co-Director of the Horizon 19 Day Treatment Center, where she is dedicated to supporting adults with special needs. With a strong background in social services, business management, and real estate, Raushana brings a unique blend of compassion, leadership, and operational expertise to the program. She firmly believes that all participants deserve equity, respect, and meaningful opportunities. Raushana is passionate about creating inclusive experiences that empower participants to learn, grow, and thrive in a supportive, person-centered environment
